Why is NPCOPA taking this action now?

Since 2022, and especially over recent months, NPCOPA has attempted to sign a voluntary memorandum of understanding with the Treasury Board to provide a structured mechanism for consultation, including third-party mediation on matters affecting our terms and conditions of employment.

However, an agreement has not been reached and it is now time to look at other options. Recognizing NPCOPA as a certified bargaining agent is the next necessary step to ensure meaningful representation and a formal framework for addressing these issues.

What legislation is the basis for NPCOPA constitutional challenge?

The Federal Public Sector Labour Relations Act currently does not allow “officers” as defined in the Royal Canadian Mounted Police Act to unionize. Under the Royal Canadian Mounted Police Act, “officers” are listed as any rank above and including Inspector.

NPCOPA will be challenging this legislative prohibition on “officers” unionizing.

Signing the Membership Drive - Certification Process is separate and distinct from becoming a member of the National Police Commissioned Officers Professional Association (NPCOPA).

You may choose to support the Certification Process without becoming a member of NPCOPA.

However, we strongly encourage you to also consider becoming a member so you can stay informed, receive updates, and support the association's ongoing work on behalf of Commissioned Officers.
